A core component of the RBA change relates to introducing lower interchange caps. Based on your pricing structure any changes will be passed onto you automatically from 1 October 2026.
Card network updates
Visa: Effective 1 October 2026, Visa will make updates to domestic interchange for credit, debit and prepaid products. While the official public Interchange tables are expected to be published at a later date, we have provided our current interpretation of the upcoming changes below. Please use this as a preliminary guide to assist with your planning in the interim.
- Consumer Credit: A new maximum fee of 0.30% (excl. GST), with charity rates at 0%.
- Commercial Credit: A new maximum fee of 0.80% (excl. GST), alongside two new partnership tiers.
- Debit: All strategic rate programs remain the same (E.g. Small Business Package), with any tiers exceeding the RBA caps being reduced in line with the requirements.
Mastercard: Effective 29 September 2026, Mastercard will make updates to domestic interchange for credit, debit and prepaid products. The official public Mastercard Interchange tables are expected to be published at a later date, however, our current interpretation of the upcoming changes are below. Please use this as a preliminary guide to assist with your planning in the interim.
- Consumer Credit: All product tiers are collapsing into a single flat headline rate of 0.30% (excl. GST), with charity rates remaining at 0%. Notably the Small Business Program for Credit appears to have been withdrawn.
- Commercial Credit: All product tiers are moving to a single flat headline rate of 0.80% (excl. GST).
- Debit: All strategic rates programs remain the same. However there is a further reduction in the Small Business Package Interchange rate down to 1.5c for card present transactions. Additionally, any tiers exceeding the RBA caps have been reduced to meet the requirements. E.g. 8.0c or 0.16% (excl. GST).
eftpos: Effective 1 October 2026, eftpos will make updates to the maximum permitted debit interchange rates:
- All fixed debit interchange rates currently exceeding 8.0c will be reduced to exactly 8.0c per transaction.
- Eight selected Single Network Debit Card (SNDC) price points will increase from 5.0c to 7.0c
- Standard Card Not Present (CNP) rates for transactions <= $100 will be reduced from 10.0c to 8.0c. Partners on strategic or DIFR rates will be notified by eftpos regarding their specific new rates.
